Two city corporations got the responsibility of canals and drains of Dhaka

Responsibility for waterlogging in Dhaka city (canals and drainage) has been officially handed over from Dhaka WASA to two city corporations. A memorandum of understanding (MoU) was signed between Dhaka WASA and the two city corporations on Thursday morning. As a result, from now on, the two city corporations got the full responsibility of eliminating waterlogging in Dhaka. Earlier, Dhaka WASA used to fulfill the lion's share of this responsibility.

  The MoU signing ceremony was held at a five-star hotel in the capital.

 Speaking on the occasion, Dhaka WASA Managing Director (MD) Taksim A Khan said that in 2012, Dhaka WASA had written a letter stating that the responsibility of drainage management (canal and canal maintenance and development) should be vested in the City Corporation. The initiative gained momentum after Tajul Islam took charge as the local government minister. This led to today's MoU signing ceremony. He hoped that this would speed up the drainage of rains and floods in Dhaka city.

 Atiqul Islam, Mayor of Dhaka North City Corporation, stressed on the need to demarcate the canal boundaries of Dhaka city as per the city survey. He also called for the removal of illegal structures on both sides of the canal, re-excavation to increase water holding capacity, greening of embankments, walkways and bicycle lanes. Atiqul Islam said, ‘We have seen in different places that the canal has been connected to the pylon. Safety tank connections need to be closed. The mayor of DNCC said that the road being built along the Balu river in the eastern part of Dhaka must be 'elevated'. "Khal, who are you?" The mayor said, quoting his own quote. From today the canal is going to become a city corporation. Atiqul Islam expressed his determination to bring back the speed of water in these canals by cleaning them.


 Sheikh Fazle Nur Taposh, Mayor of Dhaka South City Corporation (DSCC), announced the transfer of responsibility for drainage management as a historic day. If water accumulates in Dhaka city, questions will arise from tomorrow, but DSCC is ready in this regard. He said the work of cleaning three canals and two box culverts (Panthapath and Segunbagicha) including Jirani and Manda in Dhaka will start from next day (Saturday). This work will be done in the next three months. Kalunagar canal has been partially cleaned. After that work will be done on Dholai canal and Buriganga Adi channel. DSCC will do the work with its own funds. Besides, a project worth around Tk 900 crore for canal and canal development will be sent to ECNEC for approval, the DSCC mayor said. Fazle Nur Taposh declared to build Dhaka city as an aesthetic city by rescuing and cleaning the canals of Dhaka city.

 Speaking as the chief guest, Local Government Minister Tajul Islam said the Prime Minister was fulfilling Bangabandhu's dream of developing the whole of Bangladesh. "We want to transform Dhaka into a beautiful, livable, healthy city," he said. If we want to fix Dhaka city, we have to fulfill our responsibilities properly. I will do what I will do, and I will not do what I will do. '


 Regarding drainage management in Dhaka, the local government minister said it was in the hands of the Department of Public Health Engineering in 1983. After that the municipality used to perform this duty. In 1986, it was handed over to Dhaka WASA. Although the work is the work of a representative organization. Regarding the handover, he said, there has been a lot of discussion and review in this regard. They were then evaluated by forming a technical committee. The committee's drainage management has proposed the transfer of two city corporations from Dhaka WASA. A memorandum of understanding is being signed today for the transfer subject to the approval of the Prime Minister. According to him, the manpower and resources of Dhaka WASA related to drainage will go to the two city corporations.


 Helaluddin Ahmed, Senior Secretary, Local Government Department presided over the function. "Today (the signing of the agreement) is the result of a long and dedicated effort," he said. A memorandum of understanding is being signed subject to the efforts of the minister, the interest of the two mayors and the approval of the prime minister. Announcing all possible cooperation from the ministry to alleviate waterlogging in Dhaka, the government official said, "Hopefully, there will be no waterlogging in the coming monsoon."

 Incidentally, in the last few years, if there is a little heavy rain in Dhaka, waterlogging occurs. While Dhaka WASA has the main responsibility to resolve this, the City Corporation also plays an important role. Bangladesh Water Development Board, Capital Development Authority, Cantonment Board and private housing companies are also involved in this.


 It is learned that Dhaka WASA maintains and operates 26 canals (about 60 km) and about 365 km large drains and four pump stations in Dhaka city as part of waterlogging. The two city corporations take care of about 2,211 km of canals. From today, all the canals and canals in charge of WASA went to the two city corporations.
